VETERAN'S ACCESS, CHOICE, AND ACCOUNTABILITY ACT (VACA)

Recently passed legislation ensures recently discharged Veterans, and their eligible dependents, will not have to bear the burden of out-of-state tuition rates while using their well-deserved education benefits.

For terms beginning after July 1, 2015, schools will be required to charge in-state rates and fee amounts to "covered individuals" who are:

  • Veterans and qualified dependents who begin attending an institution of higher learning located in the same state they reside in within three years of the member’s discharge from a period of active duty (of 90 days or more).
  • A spouse or child using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in the state in which the institution of higher learning is located and enrolls within three years of the Service member’s death in the line of duty.

To qualify for the Post 9/11 GI Bill or Montgomery GI Bill, members should first complete the Application for VA Benefits online.

The following items must be submitted to the Financial Aid Office:

  • Certificate of Eligibility (COE) received from the VA
  • A copy of the Member 4 DD214 (honorable discharge only)
  • A completed Request for VA Benefits form
  • An updated educational plan from a counselor
  • A copy of their Joint Service Transcripts (needed by 2nd semester)

Individuals who initially meet the requirements above will maintain "covered individual" status as long as they remain continuously enrolled at the institution of higher learning (summer enrollment is not required), even if they are outside the 3-year window or enroll in multiple programs. While VACA students will be eligible for in-state tuition rates, they will not be eligible for the BOG fee waiver.

Certification of VA benefits will also need to be completed each semester of attendance by submitting an updated Request for VA Benefits.
