To address the pressing financial need of students due to the disruption of campus operations from coronavirus, Barstow Community College was awarded $778,404 to provide emergency financial aid grants directly to students.

Barstow Community College has determined that approximately 1147 students met Title IV eligibility requirements and were not solely online students.
To be a Title IV-eligible student under Section 484 of the HEA, the student must:

  • Be enrolled or accepted for enrollment in a degree, certificate or other recognized educational credential (including a program of study abroad approved for credit by the eligible institution at which such student is enrolled)--that is, a regular student under 34 CFR 600.2);
  • Not be enrolled in elementary or secondary school and have a high school diploma or its recognized equivalent;
  • Be maintaining satisfactory academic progress (SAP) if the student is a currently enrolled student;
  • Not owe an overpayment (refund) on Title IV grants;
  • Not be in default on a Title IV loan;
  • File with ED “as part of the original financial aid application process” a certification (Statement of Educational Purpose) that includes:
    • A statement of educational purpose, and
    • The student’s Social Security Number (SSN);
  • Be a U.S citizen or national, a permanent resident, or an eligible noncitizen;
  • Have returned any fraudulently obtained Title IV funds, if the student is convicted of or pled guilty or no contest to charges;
  • Not have fraudulently received Title IV loans in excess of annual or aggregate limits;
  • Have repaid any Title IV loan overpayment amounts in excess of annual or aggregate limits, if obtained inadvertently;
  • Have his Selective Service registration verified (the Title IV aid ineligibility for failure to register is actually in the Selective Service Act §3811(f));
  • Have a valid SSN, except for residents of the Federated States of Micronesia, Republic of the Marshall Islands, or the Republic of Palau; and
  • Not have a federal or state conviction for drug possession or sale, with certain time limitations.

All students enrolled in spring 2020 classes at BCC were notified on May 8 to submit a Needs Assessment online; 624 submit a complete request for assistance of which 261 students were eligible for CARES funding and $126,250 was disbursed.
On June 17, the California Community Colleges were granted a preliminary injunction that blocks the imposition of Title IV eligibility requirements, including immigrations status, for students to receive emergency assistance. Dual enrollment students and students enrolled solely online for spring 2020 will not qualify for emergency aid. On July 10, 51 additional students were awarded aid (totaling $27,350) for spring 2020 who previously did not qualify.
On July 10, BCC awarded a total of $163,500 CARES funds ($500 per student) to students enrolled for summer if the student was:

  • Enrolled in summer classes
  • Not a dual enrollment student (enrolled at both high school and BCC)
  • Has a mailing address within 100 miles of Barstow
  • Submitted a Needs Assessment and indicate that they needed financial assistance

As of July 10, 2020 BCC has refunded $317,100 to eligible student and has $461,304 remaining to assist students.
On July 13, 2020 students were notified if they were ineligible for CARES funding for spring 2020 or summer 2020. In addition, eligible students who had not yet submitted the Needs Assessment were notified to submit the request no later than July 23, 2020 for summer eligibility.
On July 24, 2020, BCC refunded $103,000 to 206 eligible summer students and has $358,304 remaining to assist students for fall 2020.
The CARES Request will be closed for the remainder of summer. It will reopen on August 17, 2020 for fall 2020 requests.
On September 24, 2020, an additional amount of $322,500 was awarded to 645 eligible fall students and has $35,804 remaining to assist student for fall 2020.
