CALIFORNIA DREAM ACT

The California Dream Act Application allows students interested in attending eligible California Colleges, Universities and Career Education Programs to apply for state financial aid.


The Dream Act Application is used to apply for state financial aid like the California College Promise Grant. Also, the Dream Act Application is used to apply for Cal Grants at California public and private colleges and universities. This is not an application for federal financial aid. Students who have a Social Security Number that was issued after completing the Deferred Action for Childhood Arrivals (DACA) process must file the Dream Act application. These Social Security cards will say "Valid For Work Only With DHS Authorization." Other students with Social Security numbers must file the Free Application for Federal Student Aid (FAFSA). The FAFSA application is completed on-line at www.fafsa.gov

California College Promise Grant (CCPG) Eligibility
If you have a social security number and are an AB540 student, complete the FAFSA at www.fafsa.gov. This will be your application for the California College Promise Grant.


If you do not have a Social Security number, and have been designated as AB540, complete the California Dream Act application at https://www.csac.ca.gov/california-dream-act.

California Nonresident Tuition Exemption

Education Code § 68130.5, as amended, commonly known as AB 540

California Nonresident Tuition Exemption Education Code § 68130.5, as amended, commonly known as AB 540 California Nonresident Tuition Exemption allows certain students from paying nonresident tuition (higher than resident tuition) and allows them to apply for different types of California Dream Act financial aid.
Financial Aid for Dreamers
Dreamers (undocumented students who are eligible to complete the Dream Act application) can qualify for a number of other State Financial Aid programs aside from the California Dream Act. Dreamers can also potentially qualify for the following State Financial Aid programs as well:

  • Cal Grant
  • Chaffee Grant
  • EOPS
  • Scholarships (non-Federal)

What is Deferred Action for Childhood Arrivals (DACA)?

Deferred Action for Childhood Arrivals (DACA) is a federal process that defers removal action of an individual by USCIS for a specified number of years.

  • It is not the same as financial aid
  • It does not grant lawful immigration status
  • It does allow individuals to apply for an SSN and work authorization

CA Dreamers should still file a CA Dream Act Application instead of a FAFSA and submit a Non-SSN GPA.
